Public Intervenor's Private Deal With Irving Exposed

The EUB rejected the privately crafted deal and then set margins smaller than those negotiated. That was good news for consumers, but it left many people wondering how the public intervenor could have negotiated a deal in private at all. CBC reporter Bob Jones has details of the deal.
