Josh and the Armchair Mayor: water meters

The taps have turned on new water bills in Kamloops. Homes that have had water meters installed are now being charged for how much water they use. It's a change from the old system where everyone paid a flat rate. Many homes are receiving sample bills to get their feet wet with the new system. The water meters go against a referendum held more than 10 years ago. Back then, Mel Rothenburger was mayor. This week's episode of Josh and the Armchair Mayor heads to the Kamloops Centre for Water Quality, where the two debate whether the meters drown out the people's wishes.
