Why isn't Windsor a Designated "Place To Grow?"

The provincial government designates certain cities in Ontario as "places to grow" and gives them strict guidelines for their growth. Windsor receives no such attention. We discussed why with urbanist, author - and Tecumseh native - Shawn Micallef.
