National Energy Board: Enbridge Permission

Last week, the NEB released a new form to be completed by anyone applying to participate in hearings on a new Enbridge project. The form is ten pages long. And it isn't exactly simple. Whitney Punchak is a spokesperson for the National Energy Board.
