Proctor on Schoenborn Ruling

A few weeks ago a review board decided that Allan Schoenborn would be eligible for escorted leave from a psychiatric facility. Schoenborn killed his three children in 2008 but was found not criminally responsible due to a mental disorder. The review board's decision caused such an uproar that members decided to rethink its judgment. CBC Reporter Jason Proctor brought us the results of today's latest ruling.
