Political History:In the former riding of Elgin, Mitch Hepburn (premier from 1934 to 1942) sat as a Liberal and then as a Liberal-Independent. He was followed by PC candidate Ron McNeil, who won eight successive elections starting in 1959. The Conservative run came to an end in 1987, when the Liberals retook the seat. In 1990, the NDP's Peter North won the seat and was appointed to the Bob Rae cabinet. After resigning from cabinet, North sat as an Independent, and was re-elected as an unaffiliated member in 1995. Liberal Steve Peters took the helm in 1999, narrowly winning over Tory Bruce Smith. Peters opened up a wider lead in 2003, beating Smith by 11,766 votes.
