Nunavut is the only jurisdiction in the country where people of European
descent are not the majority. There were hopes, when the territory was
created in 1999, that the values and language of the Inuit would dominate
public life. But that hasn't been the case so far, and in Nunavut, like
the rest of Canada, English remains the working tongue.
