This concept is based on a single, four-lane arterial road to replace the Cogswell Interchange.
The north end of Barrington Street would be connected to Hollis Street and Lower Water Street.
Cogswell Street and Barrington Street would meet at a T intersection at the arterial street.
Upper Water Street along the waterfront would remain in its existing location as a service road.
The consultants thought this plan would handle morning traffic but improvements would be needed to adequately accommodate evening traffic.
The consultants thought this concept would result in small, awkward parcels of land.
