Current MHA: Sheila Osborne (PC). District profile: Largely residential and middle class. Includes the Cowan Heights area. Population: 11,805. Political history: 2003: Osborne retained her seat, with 72 per cent of the vote to rout Liberal Tom Hann. 1999: Osborne defeated Liberal Tom Moore by 674 votes. 1997: Liberal incumbent Rex Gibbons announced his resignation in April. In the July 21, byelection, Osborne defeated Moore by 111 votes. 1989 - 1996: Gibbons defeated PC Hal Barrett by 806 votes. Gibbons won again in 1993 and 1996. 1979 - 1985: 1979, Barrett defeated Liberal Hubert Kitchen by 685 votes. Barrett won again in 1982 and 1985. 1966 - 1977: PC John Crosbie won in 1966 and was re-elected in 1971, 1972 and 1975. He resigned in 1976 and Kitchen won the 1977 byelection by 41 votes.
