CONCEPTION BAY EAST-BELL ISLANDCandidates:
Current MHA: Dianne Whalen (PC). District profile: Primarily rural district that includes economically depressed Bell Island, part of the town of Paradise-St. Thomas and the watershed area along Thorburn Road. Other communities include: Drover Heights, Hogan's Pond, Mitchell’s Pond, Portugal Cove-St. Philip's, Round Pound, Windsor Heights. Endured some changes in the 2007 redistribution. Portions of the district were absorbed into the neighbouring Topsail and St. John's North districts, but it largely remained intact. Population: 11,787. Political history: 2003: Whalen unseated Liberal incumbent Jim Walsh by over 2,200 votes. In July, the Royal Newfoundland Constabulary laid charges against Walsh over the legislative spending scandal revealed last year. 1999: Walsh won with 40 per cent of the popular vote in a four-way race. PC Doug Cole placed second, Ken Kavanagh was third, and Sue Kelland-Dyer, running for the Newfoundland and Labrador Party, was last. 1996: After the 1995 redistribution, Walsh defeated Cole to claim Conception Bay East-Bell Island. 1989-1994: In 1989, Walsh defeated PC Myrle Vokey by 36 votes. Walsh later defeated PC Larry O’Keefe in 1993. He resigned as minister of tourism and culture in 1994 after a controversy over a cash campaign contribution. 1985-1989: In 1985, Liberal Leo Barry, previously elected as a PC candidate, claimed the newly named district of Mount Scio-Bell Island, defeating Conservative J.P.
