CANADA’s Next Great Prime Minister
COMPETITION RULES (the "COMPETITION RULES") 2007/2008
CANADA’s Next Great Prime Minister is the successor program to Magna International Inc.'s ("Magna") As Prime Minister Awards program, established in 1995 to provide a national forum for young Canadians to put forth innovative proposals for a more prosperous country. Through the use of video and television, CANADA’s Next Great Prime Minister will give participants a much wider national audience for communicating their innovative ideas on how to improve Canadian living standards. It is intended that the top participants will take part in a televised presentation of their proposals before a national panel of judges in order to determine who will be selected as our country's Next Great Prime Minister, the winner of a $50,000 cash award and be offered a six-month internship with the Dominion Institute, Magna and the Fulbright Program with a maximum compensation of $18,000.
1. Entry Procedures to the Competition
1.1. The procedures for entry and participation in the Competition are subject to the Competition Rules.
1.2. Since the Competition is designed to showcase and judge the talent of Canadian Competitors who have roughly the same level of experience and maturity, the Competition is open to individuals aged between 18 and 25 on June 1, 2007, who are Canadian citizens or aboriginals who permanently reside within the territorial boundaries of Canada. All Competitors must be legally able to work in Canada. Competitors cannot have a criminal record, pending criminal charges, or be bankrupt.
1.3. Individuals who are employees of, or live with an employee of, or are a parent, sibling or child of an employee of, the following entities are not eligible to participate in the Competition: the Producer; the Regional Producer(s); Magna International Inc.; the Dominion Institute; the Fulbright Program; the Network; the Judges; their respective advertising and promotional agencies; any person or entity connected with the production, administration or judging of the auditions or the Competition; and the parent companies, affiliates, subsidiaries, agents and representatives of any of the above entities. Any individual who was one of the finalists in Magna's As Prime Minister Awards program in previous years is not eligible to enter the Competition.
1.4 Individuals are required to post a speech of 3 to 5 minutes on YouTube outlining their vision for Canada and what policies and/or legislation they would pursue as Prime Minister of Canada. If the video posted exceeds the maximum of 5 minutes, the applicant will be disqualified. The video must show the individual delivering the speech at all times. The video may be recorded in English, in French or in both languages.
The deadline for submissions is Oct. 31 2007 and all submissions must be received before 5 p.m. E.S.T. on that day.
1.5 All Competition submissions shall automatically become the property of Magna and/or the Producer. Neither Magna nor the Producer shall be responsible for the failure of any Competition submissions to be received for any reason or to be considered ineligible due to incomplete, unclear or indecipherable information, or for any other problems, however caused. Neither Magna nor the Producer shall have any liability for lost, stolen, delayed, damaged or misdirected Competition submissions.
1.6. No weapons, alcohol or non-prescription controlled substances will be permitted at or during any part of the Competition. The speeches that are submitted shall comply with all laws, shall not be in breach of hate laws contained in Canada's Criminal Code or any other laws reasonably limiting the freedom of speech in Canada.
1.7. Competitors should refrain from wearing any clothing items bearing designer or sports logos or bearing the name or likeness of a celebrity, living or dead, in any video submission or in any part of the Competition.
1.8. The Producer may, in its sole and absolute discretion, choose to solicit further Competitors and to extend any deadline set for final submission of Competition submissions.
1.9. The Producer will notify Competitors who have been chosen to advance to the Semifinals as soon as reasonably practicable after the final deadline for delivery of Competition submissions. The Producer shall not be obliged to notify those Competitors who are not chosen to advance to the Semifinals. The Semifinalists will be chosen by the Producer based on the following criteria (the "Criteria"): speech performance, demonstrated knowledge of current affairs, originality, self-confidence and perceived ability to find solutions to problems.
Each Semifinalist must submit the following documents:
These documents should be mailed or couriered to: CANADA’s Next Great Prime Minister, 337 Magna Drive, Aurora, Ontario, L4G 7K1. Neither Magna nor the Producer will return phone calls or inquiries to confirm receipt of the submissions.
1.10. No Competitor will be permitted to participate in the Competition without submitting to the Producer a validly signed Competitor's Release Form.
1.11 Any attempt to deliberately damage or undermine the legitimate operation of the Competition may be a violation of criminal and civil laws, and should an attempt be made to do so, Magna and the Producer reserve the right to seek remedies and damages to the fullest extent permitted by law, including, without limitation, criminal prosecution.
2. The Semifinalists
2.1. Following a successful initial interview with the Producer and/or Magna and/or the Dominion Institute, and/or the Fulbright Program, the Semifinalists may be invited to participate in a further judging session – time and location will be determined at a later point in time. Appropriate transportation, accommodation arrangements (if required) and meal allowance will be organized by the Producer. The Semifinalists will be required to read, approve and sign a separate Release Form (the "Semifinals Release Form") prior to the Semifinals. Competitors who have not submitted the Semifinals Release Form on this basis will not be permitted to participate in the Semifinals.
2.2. If invited to a further judging session, Competitors may be interviewed on current affairs, asked to deliver a 3 to 5 minute speech, may be required to debate other Competitors, participate in group activities or simulations with other Semifinalists, perform tasks to demonstrate decision making capabilities or perform other tasks that might be expected of a Prime Minister. The identification and content of any tasks to be performed by the Semifinalists shall be determined by the Producer, in its sole and absolute discretion. The Producer may also ask Competitors to perform individually the whole or part of any speech chosen by the Producer.
2.3. As soon as reasonably practicable following completion of the Semifinals, the Producer and/or the Judges will notify the Semifinalists of those among them who have been selected by the Producer and/or the Judges to be the Finalists participating in the Finals.
3. The Finalists
3.1. It is anticipated that the Finalists will be required to be available for the production of the television show for approximately one week in the fall/winter of 2007/2008 and possible some additional shoot days as needed. Appropriate transportation, accommodation arrangements (if required) and meal allowance will be organized by the Producer. The Finalists will be required to read, approve and sign a separate Release Form (the "Finals Release Form") prior to the Finals. Competitors who have not submitted the Finals Release Form on this basis will not be permitted to participate in the Finals. In addition, Competitors will be asked to consent to a "criminal" background check in a form acceptable to the Producer prior to being accepted for participation in the Finals.
3.2. It is intended that the winner gets chosen by a vote of the Judges, after reviewing the submissions of the Competitors, the video compilation from the Producer recorded during the Finals and will be based on the Criteria as well as the performance of the Competitors in any tasks assigned by the Producer. It is intended that the Winner will be selected by the Judges based on a Competitor's "overall package" reflecting a combination of factors, such as knowledge of current affairs, original solutions to problems facing the country, ability to deliver a political speech in a manner that captivates the audience, potential political impact, charisma and stage presence. The Producer reserves the right to allow for an audience-based selection of the Winner in place of or in addition to the role of the Judges.
3.3 The Winner will be awarded a cheque from Magna in the amount of $50,000, and the other Finalists will each be awarded cheques from Magna in the amount of $5,000. In addition, the Winner will be offered a six-month internship, the “DMF Fair Enterprise and Public Policy Internship”. DMK stands for Dominion Institute, Magna International and the Fulbright Program. The Winner will be working with all three organizations for 2 months each with a maximum compensation of $18,000 (all-inclusive).
Each of the other Finalists will be offered a three-month internship working for one month each with the Dominion Institute or another selected NGO, Magna and the Fulbright Program with a maximum compensation of $9,000 (all-inclusive).
Any internship offer made pursuant to these Competition Rules must be accepted in writing by no later than two months following the completion of the Finals, after which date the offer will automatically expire. If any internship offer is accepted, such internship must be completed in full prior to December 31, 2009. The Magna-part of the internships will be offered at the company’s Aurora facilities, and the nature of the internships will be determined by Magna in its sole and absolute discretion. In accepting the offer for the DMK Fair Enterprise and Public Policy Internship, a Finalist will agree to attend at Magna’s Aurora facilities as well as at the Dominion Institute in Toronto, and the Fulbright Program in Ottawa for work during the internship period and to work in the area and position determined by the Dominion Institute, Magna and the Fulbright Program, respectively. If any Finalist chooses not to accept the internship offer on these terms and/or does not fully complete the internship, once accepted, for any reason, no cash or other compensation will be paid or provided to such Finalist in connection with the internship.
4. General Rules of the Competition
4.1. By entering the Competition, each Competitor automatically accepts the Competition Rules. The Producer and Magna International reserve the right to change the structure of the Competition as it may determine from time to time, in its sole and absolute discretion, including, without limitation, by requesting additional performances from the Competitors and/or changing the anticipated recording schedule.
4.2. It is a condition of entry and participation in the Competition that the Competitors make themselves available to participate in the Competition, agree to and sign all applicable Release Forms and abide by all of the terms and conditions of such Release Forms and the Competition Rules, regulations, terms and conditions as devised from time to time by the Producer including, without limitation, the Competition Rules. As part of the Competitors' submissions to and involvement in the Competition, the Producer may request that Competitors participate in any online/interactive activity relating to the Competition including, without limitation, recordings of web-casts, interviews and participation in so-called 'chat-rooms' or blogs and in various interviews, appearances, promotional, publicity, sponsorship and merchandising activities. Any refusal by a Competitor to participate in any of the foregoing activities could result in the immediate disqualification of such Competitor from the Competition, in the sole and absolute discretion of the Producer.
4.3. It is a condition of entry and participation in the Competition that the Competitor has not been elected to any political office, either federally, provincially or municipally (including, without limitation, as a school board trustee), nor shall the person have run for a nomination for any political party for Parliament or the legislature in any province. The Competitor shall not have entered into any contractual, commercial, sponsorship or other arrangements in respect of his/her performing abilities or in respect of his/her name, likeness, image or biography which might be in breach of any of the Release Forms or the Competition Rules or otherwise prevent the Competitor from participating in the Competition or the broadcast, promotion, exploitation or sponsorship thereof.
4.4. Should any Competitor be selected to participate in the Finals, it is a condition of participation in the Finals that, with the benefit of legal advice, the Competitors shall also agree to restrictions on their ability to appear on television and other entertainment media regarding the Competition and their involvement and participation therein without the prior written consent of the Producer, which consent may be unreasonably withheld. Should any Competitor fail, for any reason, to enter into such an agreement or to comply with such an agreement prior to commencement of the Finals, the Producer reserves the right to disqualify such Competitor from the Competition, in its sole and absolute discretion.
4.5. Competitors must not at any stage of the Competition discuss with or take advice from any or all of the Judges on any matters relating to their participation in the Competition including, without limitation, their performance, appearance and/or choice of speech, except during the recording of the television show.
4.6. Competitors shall keep any and all information regarding the Competition completely confidential and shall be prohibited from conducting or participating in any interviews or providing any comment or information to the public and/or the media without the prior written consent of the Producer, which consent may be unreasonably withheld, including without limitation, information regarding the outcome of the Competition, the performances of any Competitor (including such Competitor's own performance), and any and all comments made by the Judges and/or the Producer.
4.7. All decisions of the Producer and the Judges shall be final and binding upon the Competitors, and the Competitors hereby irrevocably acknowledge and agree that the interests of the Competition shall override those of any Competitor.
4.8. At all times during the Competition, the Producer reserves the right of veto over the content of any speech to be given by any Competitor, even where Competitors are permitted to select the content of the speech they wish to present.
4.9. The Producer has the right at any time to require proof of identity and/or eligibility from any Competitor. Failure to provide such proof within a reasonable time could result in the Competitor being disqualified from the Competition. All personal details and information requested by and supplied to the Producer and/or the Judges by each Competitor must be completely truthful, accurate and in no way misleading. The Producer reserves the right to disqualify any Competitor from the Competition or any selection process, in its sole and absolute discretion, should the Competitor at any stage supply untruthful, inaccurate or misleading personal details and/or information or should the Competitor be or become ineligible for participation in the Competition pursuant to the Competition Rules.
4.10. The Producer will have no liability to any Competitor who is unable to attend or take part in any part of the Competition for whatever reason.
4.11. The Producer reserves the right, in its sole and absolute discretion, to amend the Competition Rules or terminate or suspend the Competition at any time, without prior notice and without any liability whatsoever, whether to any Competitor or otherwise. The Producer further reserves the right to replace any Competitor who, for any reason, fails or is disqualified from or unable to participate in any aspect of the Competition, as determined by the Producer in its sole and absolute discretion, with another Competitor, even where such replacement Competitor was previously eliminated from the Competition or otherwise failed to advance to the next round of the Competition.
4.12. There is no obligation on the part of the Producer to record or broadcast any portion of the Competition in which a Competitor has appeared or all or any part of the contribution made by any Competitor to the Competition.
4.13. The Competitor must at all times behave appropriately when taking part in the Competition and observe the Competition Rules and any other rules or regulations in force throughout the Competition and by or at the locations in which the Competition events take place, including, without limitation, production studios and other locations. The Producer reserves the right, in its sole and absolute discretion, to remove from the Competition or from any production studio or location any Competitor who breaks or does not otherwise comply with the Contest Rules and/or fails to behave appropriately and to disqualify such Competitor.
4.14. In the event that, as a result of the decision of the Judges, two (or more) Competitors are tied in any round of the Competition, the Producer shall be entitled to determine, in its sole and absolute discretion, which Competitor shall be selected as a Semifinalist, a Finalist or the Winner, as the case may be, and, for this purpose, the Producer shall be entitled to make such arrangements or request such further performances or information from the Competitors as it may deem necessary, in its sole and absolute discretion.
4.15. Each Competitor agrees that Magna and the Producer, and their respective directors, officers, employees and agents, can use, exploit, publish and distribute, in any media whatsoever, now known or hereafter created, including, without limitation, the Internet, throughout the world in perpetuity, such Competitor's performances and appearances, such Competitor's comments, and such Competitor's name, city of residence, photograph or other likeness, image or voice, for any purposes commercial or otherwise, without any further consent or compensation of any nature or kind. Further, all individuals who apply to participate in the Competition but do not become Competitors (including family, friends or any other individuals accompanying a Competitor) (collectively "Other Individuals") agree that Magna, the Producer and their respective directors, officers, employees and agents can use, exploit, publish and distribute in any media whatsoever, now known or hereafter created, including, without limitation, the Internet, throughout the world in perpetuity, the comments made by any such Other Individual and the name, city of residence, photograph or other likeness, image or voice of any such Other Individual, for any purposes commercial or otherwise, without any further consent or compensation of any nature or kind. All Competitors and Other Individuals agree to waive any and all copyright interest, of any nature or kind, which they may have in their comments, performances and appearances, including, without limitation, any moral rights in any of the foregoing.
4.16. The Competitors acknowledge that the Producer, Magna, the Judges and the Network, and their respective directors, officers, employees, agents and advertising agencies, as well as any other person or entity involved in or connected with the production, administration or judging of the auditions, the Competition and/or any portion thereof, as well as all of their respective parent companies, affiliates, subsidiaries, agents and representatives, are not and shall not be responsible for, and are not and shall not be in any way liable for, any injuries, losses or damages caused by or in connection with: (i) the administration (including scheduling) of the Competition including, without limitation, any failure of transportation or inability of any Competitor to appear before the Judges for any reason; (ii) the involvement or participation of any Competitor or any third party in the selection process, or any Competitor or any third party being selected or disqualified; (iii) any decisions of the Judges or the Producer; or (iv) any printing, typographical or technological errors in any materials associated with the Competition.
4.17. In the event of any dispute concerning the operation of any element of the Competition or these Competition Rules, the decision of the Producer will be final, and no appeal shall lie therefrom.
4.18. These Competition Rules are in addition to and do not supersede the provisions of any Release Forms signed by the Competitors and, in the event of any conflict between any Release Form and these Competition Rules, the Release Form will prevail.5. Definitions

"Judges" |
Such person(s) as the Producer may designate from time to time, in its sole and absolute discretion, to select the Semifinalists from all of the Competitors, the Finalists from all of the Semifinalists and the Winner from all of the Finalists. |
"Network" |
The television network(s) selected by the Producer for the broadcast of the televised presentation of all or any part of the Competition, including, without limitation, the entries or proposals presented by the Finalists and the selection of the Winner. |
"Producer" |
The television producer who will produce the show in cooperation with Magna International, the Dominion Institute and the Fulbright Program. |
"Release Form" |
Any release form supplied from time to time by the Producer which Competitors are required to sign in connection with the Competition. These include, without limitation, the Competitor's Release Form, the Semifinals Release Form and the Finals Release Form, each as defined within the body of the Competition Rules. |
"Semifinalists" |
Those Competitors who are invited to participate in the Semifinals. (The number of Semifinalists is currently expected to be ten (10) but may be increased or decreased to a different number to be determined by the Producer in its sole and absolute discretion). |
"Semifinals" |
The second to last round of the Competition in which a selected group of Competitors will compete to be selected to advance to the Finals. |
