Canada Post has suspended operations and halted mail service across the country following 12 days of rotating strikes by workers.

National president Denis Lemelin insisted the rolling strikes had affected only about 30 per cent of the Canadian population so far, while plenty of mail in the system awaits delivery.

An agreement remains in place to deliver pension cheques and other government payments.

The union representing Canada Post workers says it's making a last-ditch effort to avert a postal strike after rejecting the Crown corporation's final offer.

The two sides have been in talks for more than seven months and have not been able to hammer out an agreement.

The Canadian Union of Postal Workers said it wants Canada Post to address issues such as inadequate staffing, excessive workload and what it says is "constant harassment of workers when they are sick or injured."
