Stratford, Ont., teen sensation Bieber won one award as best international breakthrough act.
Arcade Fire continues to scoop in the acolades, taking awards for best international group and best album for The Suburbs.
The Montreal band won best group against competition that included Black Eyed Peas, Kings of Leon, The Script and Vampire Weekend.

The Suburbs earned Arcade Fire a Grammy Award for album of the year in Los Angeles on Sunday night in a win that took the U.S. music industry by surprise.
Bieber was overlooked in the breakthrough category at the Grammys, but at the Brits, he triumphed in a field that included the Glee cast, Bruno Mars and the Temper Trap.
The best British band honours went to Take That, a band that have been around for 21 years and scored 17 No. 1 hits in the U.K.
The former boy band lured back singer Robbie Williams last year and the group released Progress late in 2010 to wide acclaim.
Tiny Tempah, a 22-year-old Londoner and relative newcomer, won two awards: best British breakthrough act and best single for Pass Out.
Folk band Mumford & Sons, who played with Bob Dylan at the Grammys on Sunday, took home the most coveted award of the night, best British album, for their debut release Sigh No More.
Best international male solo artist went to Cee Lo Green and Rihanna was named best international female artist.
British rapper Plan B won best male solo artist and folk singer-songwriter Laura Marling was declared best female solo act.
The British music awards underwent a revamp this year, with a new bigger venue and more musical acts, including Arcade Fire, Take That and Rihanna.
