There will be a delay before Canadians are required to show passports or sophisticated ID cards in order to enter the United States. 

The new rules were supposed to take effect in 2008.  But on Wednesday, the U.S. Senate passed an amendment to the controversial immigration reform package, pushing back the requirements by 17 months.

The new rules will now come into effect on June 1, 2009.

Canadian officials and other critics worry the new rules, which will also require Americans to show passports or government-issued ID cards, will create a bureaucratic nightmare, damage trade and tourism, and complicate life in border communities. 

Democratic Senator Patrick Leahy said the delay will give governments "enough time to fix these problems beforehand, instead of having to fix the mess it will cause afterward."
