A British tabloid newspaper has taken it upon itself to expose every pedophile in the United Kingdom — all 110,000 of them.

The weekly News of the World started its "For Sarah" campaign on Sunday by publishing 49 photos, identifying details and locations, but not addresses of people it says are child sex offenders. The paper did not say where it got the information and the photographs.

The campaign has been dedicated to Sarah Payne, an eight-year-old who disappeared July 1 in West Sussex, southern England. Her naked body was found two weeks later in a field 25 kilometres away.

The paper says 110,000 pedophiles live in the U.K., and claims an opinion poll shows the vast majority of citizens say parents should be told if a convicted child sex offender is living in their area.

The paper says it will continue the campaign in print and on the Internet until it has named every pedophile in the country.

It says the goal of the campaign is to inform the public, and not to encourage vigilantism.

"Knowledge is the only weapon the community needs," the paper says in an editorial. "We do not want our readers to take any action. We do not want them to break the law."
