The founders of YouTube, rock star David Bowie and eBay were among the winners of the 11th Webby Awards announced Tuesday.

Presented by the International Academy of Digital Arts and Sciences, the nearly 70 awards recognize excellence on the web in topics that run from activism (Greenpeace) to net art (The Dumpster ) to youth (OwnYourC).

"Some are beautiful to look at and interact with. Others are a testament to usability and functionality. And a handful excel across the board," the Webby site says. 

YouTube co-founders Steve Chen and Chad Hurley were named People of the Year. Their hugely popular site was sold to Google for $1.76 billion US last year.

David Bowie and eBay both won lifetime achievement awards.

Film and video categories joined the awards this year. Special achievement awards went to the Ask a Ninja video series and Jessica Lee Rose, online star of the Lonelygirl15 video, where she played Bree, a 16-year-old home-schooled precocious teen.

This year, there were more than 8,000 entries from a record 60 countries, with international nominees up nearly 30 per cent over 2006, the awards committee said.

The award ceremony in June is famous because winners are limited to five-word acceptance speeches.
