Dexter Henry Lorcan and Frank Harlan James were born Wednesday.
Krall, 42, gave birth in New York, where the couple live. Her latest album, From This Moment On, was released in September. Krall, from Nanaimo, B.C., was named an officer of the Order of Canada in 2005.
The 52-year Costello, best known for songs such as Pump It Up and Alison and a member of the Rock and Roll Hall of Fame, recently collaborated on a new album with New Orleans legend Allen Toussaint.
Krall married Costello in December 2003 at a ceremony at Elton John's mansion in Surrey, England. The 150 guests included Paul McCartney and Pamela Wallin, Canada's consul general to New York.
Krall told People magazine in September that twins were prevalent in her family: "I have twins on my mother's side."
