James was sentenced in 1997 to three and a half years in prison after being convicted of committing 350 sexual acts on two teenaged players, including Sheldon Kennedy.
"The safety of hockey players is the first and foremost concern. Our concern was that we were putting players in another IHF federation in some potential peril in dealing with a coach who has some power over them in a capacity, obviously, as a superior." says Glen McCurdie, the director of insurance programs for the Canadian Hockey Association.
McCurdie says the Canadian Hockey Association is in contact with the International Hockey Federation.
He says Canadian players in Europe learned James was involved on the international hockey scene.
James has a life-time ban from coaching players in the Canadian Hockey Association.
