A man from Port aux Basques says ACOA led him down the garden path.

He says the federal agency encouraged his business pursuit, even paid for a plan, but after two years of hard work, left him high and dry.

Max Seward planned to clean up municipal dumps and recycle car wrecks. He thought his idea made good environmental and business sense and so, at first, did ACOA.

It gave Seaward $6,800 to draw up a business plan but he claims it bailed out when it came to putting up the $250,000 he needed to start up.

Doug Burgess of ACOA says Seaward's bid got lots of attention. In the end it was decided there were problems with long-term viability and the impact on existing businesses in the same line of work.
