A seven-week coroner's inquest ruled the death of 16-year-old Faraz Suleman was accidental.
On the night of June 19, 1996, Suleman was shot and killed by police in a sting operation. Suleman was wanted for two car-jackings.
His mother, Shaheen Kamadia, was aware of the operation.
Suleman was shot by police officer Bob Wiche while trying to escape the set-up.
After an SIU investigation Wiche was charged with manslaughter but the case did not get past a preliminary hearing due to insufficient evidence.
The ruling does not determine criminal liability said Coroner William Lucas.
Shaheen Kamadia has a civil suit pending.
