As noted in today's Ottawa Citizen,
nearly four months after the deadline for submitting their annual
financial returns for 2011, Chief Electoral Officer Marc Mayrand has
begun deregistering delinquent federal riding associations for failing
to hand over the necessary paperwork.
(For more background, you can peruse my earlier coverage the EDA filing process, including the initial list of deadline-missing associations and a mid-August update.)
According to the Canada Gazette, 12 federal EDAs are on the Elections Canada status-chopping block for various and sundry reporting oversights, including, as the Citizen pointed out, the first Conservative riding association in Ontario to meet such an ignoble, if almost certainly temporary end since 2004.
(Unexpectedly newly non-extant EDAs can apply for re-registration virtually immediately, although approval is generally contingent on providing all previously requested information, as well as meeting whatever other criteria the CEO deems necessary.)
In any case, here's the current Dead EDA Walking list, with links to the pertinent sections of the Canada Elections Act:

Failure to comply under CEA 403.35 (filing of annual return):it's worth noting that the EDA casualty list may soon get a whole lot longer. A search of annual filings available on the EC website reveals as many as 75 riding associations in serious administrative arrears, although the agency does grant extensions for those in need of extra time:
Association libérale fédérale de Saint-Hyacinthe--Bagot
Ottawa Vanier Conservative Association
Perth-Wellington Liberal Association
Failure to comply under CEA 403.17 (confirmation/update of required registry information) and 403.35 (filing of financial return) of the Canada Elections Act:
Association de circonscription Gaspésie--Îles-de-la-Madeleine (Green Party)
L'Association du Parti Vert du Canada d'Abitibi--Témiscamingue
L'Association du Parti Vert de Montmagny--L'Islet--Kamouraska--Rivière-du-Loup
Failure to comply under S 403.17(confirmation/update of required registry information):
Association du Bloc Québécois de Hull--Aylmer
Glengarry--Prescott--Russell Green Party Association
Greens of SDG (Canada)
L'Association du Parti Vert du Canada d'Argenteuil--Papineau--Mirabel
Sarnia--Lambton Green Party EDA
NOTE: According to the Elections Canada database, all of the above riding associations have, in fact, filed annual returns for 2011, but did not submit a signed statement confirming -- or, if necessary, amending -- basic information in the registry.
