Private Members Business Watch: Russ Hiebert's union disclosure bill stricken from the Order Paper

In what can only be described as an unfortunate turn of events for the Conservative backbench MP who initially held the coveted first spot on the private members' business priority list, a ruling by House Speaker Andrew Scheer has ended Russ Hiebert's bid to impose mandatory financial reporting requirements on labour organizations before his bill had even gone forward for second reading.  

In a decision delivered earlier today, Scheer -- who, it may or may not bear noting, sat with the Conservative caucus before taking the Chair -- agreed with the point of order raised last month by NDP House Leader Joe Comartin; namely, that the bill should have been preceded by an appropriate ways and means motion, leaving him with no choice but to direct that the bill be withdrawn from the Order Paper and declare all previous proceedings thereon -- introduction and first reading -- null and void.
