Fee-for-carriage: what might happen

We here on the Hill eagerly await the CRTC's decision on fee-for-carriage, value-for-signal... whatever you want to call it. (expected around 1600 ET Monday)
Basically, it boils down to whether or not cable companies and satellite providers will be forced to pay TV broadcasters for their signals.
Broadcasters love the idea -- no surprise. After a brutal year for their profits, they can use any revenue stream they can get their hands on.
Cable companies, meanwhile, are not really big fans of the idea. Again, no surprise.
Which brings us back to Ottawa and CRTC's impending decision. What will Konrad Von Finckenstein and his fellow commissioners do? How will broadcasters react? How will the government react? How will cable companies react?
Well, we at The House can't really answer the first three questions. But we can help with the last one. On last Saturday's show, Kathleen Petty spoke with Phil Lind. He is the vice-chairman of Rogers Communications. Mr. Lind was surprisingly candid about what he thought would happen and how he thought everybody would react.
