Dodge: Mortgage rule-tightening needed 'for everyone'

So Finance Minister Jim Flaherty is tightening rules for mortgage applications. Go to this story for more details.
But for the purposes of this blog post, suffice it to say that The House was talking about this on Saturday with former Bank of Canada governor David Dodge.
One thing that puzzled Kathleen Petty was why the banks didn't just change the rules themselves. Here's her question and his answer.
