Riding Info
This urban multicultural riding contains most of the northwest part of Winnipeg. The riding runs between Mollard Road in the north, Notre Dame Avenue, Keewatin Street and the CP line in south, and between Brookside Boulevard in the west and Ritchie Street, Leila Avenue, McPhillips Street, Inkster Boulevard, Main Street and McAdam Avenue in the east.
The riding of Winnipeg North Centre was established in 1924. In 1996, it was redistributed, with 33 per cent of the old Winnipeg North Centre and 55 per cent of Winnipeg North. The riding was renamed Winnipeg North in 2004 and is made up of 77 per cent of Winnipeg North Centre and 26 per cent of Winnipeg North-St. Paul.
Population: 79,366 (2006 census; there has been no change in percentage since 2001)
Political History
New Democrat Judy Wasylycia-Leis held this riding for five consecutive terms before retiring in 2010 to run unsuccessfully for mayor of Winnipeg. In 2008, Wasylycia-Leis beat Conservative candidate Ray Larkin by more than nine thousand votes. She defeated Liberal candidate Parmjeet Gill in the 2006 election by almost 9,900 votes.
In 2004, Wasylycia-Leis defeated former Liberal MP Rey Pagtakhan by 3,016 votes. Wasylycia-Leis was first elected in Winnipeg North Centre in 1997.
That riding was home to J.S. Woodsworth, founder of the Co-operative Commonwealth Federation. He was elected in 1925 as the Labour candidate following the 1919 Winnipeg General Strike.
Woodsworth held the seat for Labour/CCF until his death in 1942. In a byelection in 1942, Stanley Knowles was elected for the CCF. Knowles won all elections up until 1980 except for one loss to PC John MacLean in the 1958 Tory sweep.
Knowles suffered a stroke in October 1981. New Democrat Cyril Keeper won in 1984. Liberal David Walker won in 1988 and 1993.
In the old riding of Winnipeg North, New Democrat David Orlikow won nine elections from 1962 through 1984 but was defeated in 1988 by Pagtakhan. In 1993, Pagtakhan defeated Wasylycia-Leis by 8,480 votes.
