Riding Info
This riding in central Manitoba consists of the regional municipality of Headingley in the west and the western part of the city of Winnipeg.
Winnipeg airport is in the northeast corner. The rest of the eastern boundary is Ferry Road, Shaftesbury Boulevard and McCreary Road. The north and south borders are the boundaries of the City of Winnipeg. The Assiniboine River divides the riding.
This riding was created as Charleswood-Assiniboine in 1996 from 70 per cent of Winnipeg-St. James and 29 per cent of Winnipeg South. The name was changed to Charleswood-St. James-Assiniboia in 1998 and changed again in 2004 to Charleswood-St. James. In 2004, eight per cent of Winnipeg Centre and 1.5 per cent of Winnipeg South Centre were added.
Population: 81,469 (2006 census; a decrease of 0.5% since 2001)
Political History
In the 2008 election, Conservative Steven Fletcher beat Liberal Bob Friesen by 13,074 votes. First elected in 2004, Fletcher won against Liberal Glen Murray, the former mayor of Winnipeg, in a tight race, taking the seat by only 734 votes.
People in this riding have elected Conservatives, Liberals and New Democrats over the years. Part of the riding used to fall in Winnipeg North Centre when it was held by longtime CCF and NDP MP Stanley Knowles.
In 1979 in Winnipeg-St. James, Progressive Conservative Bob Lane defeated New Democrat Frank Syms by 893 votes. The next year, New Democrat Cyril Keeper beat Lane by 438 votes.
Keeper ran and was elected in 1984 in Winnipeg North Centre after Knowles retired. That year, George Minaker retook Winnipeg-St. James for the PCs, defeating New Democrat Lissa Donner by 2,680 votes.
In 1988, Liberal John Harvard beat Minaker by 1,702 votes. Harvard was re-elected in 1993 by 13,367 votes, again in 1997 by 7,261 votes and in 2000 by 2,332 votes.
