It includes the towns of Lindsay, Buckhorn, Fenelon Falls and the townships of Cavan-Millbrook-North Monaghan, Galway-Cavendish and Harvey, North Kawartha and Brock.
The riding of Victoria-Haliburton was established in 1966 from Victoria, Hastings-Frontenac and Peterborough ridings. The riding name was changed to Haliburton-Victoria-Brock in 1998. The 2004 redistribution added a small area from the Peterborough riding in the south and a small part from Parry Sound-Muskoka in the north. The riding name was changed to Haliburton-Kawartha Lakes-Brock to reflect the name of a group of newly amalgamated communities.
