This riding lies on the southern shore of the St. Lawrence River across from Quebec City. It stretches from the St. Lawrence River to the Canada-U.S. border. It contains the regional county municipality of Bellechasse, part of Les Etchemins and part of the city of Lévis. The former cities of Lévis and St-Romuald and the municipalities of St-Joseph-de-la-Pointe-de-Lévy and Pintendre fall in the riding.

The riding of Lévis-Bellechasse was created in the 2004 redistribution from 50 per cent of Lévis-et-Chutes-de-la-Chaudière and 48 per cent of Bellechasse-Etchemins-Montmagny.

Population: 105,927 (2006 census; an increase of 3.5% since 2001)

Political History

In 2008, Conservative Steven Blaney won a second term as MP, beating Bloc Québécois candidate Guy Bergeron by more than 11, 000 votes. Bloc Québécois incumbent Réal Lapierre went down to defeat in 2006 as Blaney took the riding by more than 9,700 votes.

The Bloc won this riding in 2004, when Lapierre took 44 per cent of the vote, ending up 8,266 votes ahead of his nearest rival.

In 2000 in Lévis, BQ candidate Antoine Dubé defeated Liberal Shirley Baril to win a third term. He resigned in 2003 to run for the Parti Québécois in the provincial election. In the 2003 byelection, Liberal Christian Jobin defeated BQ Maxime Fréchette. In 2000 in Bellechasse-Etchemins-Montmagny-L'Islet, Liberal Gilbert Normand won. He had won the 1997 election by just 47 votes. Normand was appointed secretary of state for agriculture and agri-food and fisheries and oceans in 1997 and secretary of state for science, research and development in 1999, a position he held until 2002.

Liberal Raynald Guay was MP for Lévis from 1963 to 1980 when he resigned and was appointed to the Anti-Dumping Tribunal. Liberal Gaston Gourde won in the 1981 byelection, but was defeated in 1984 by Progressive Conservative Gabriel Fontaine who served two terms. Fontaine was facing charges on 14 counts of fraud, breach of trust and conspiracy and Kim Campbell wouldn't authorize him as a PC candidate in 1993. He pleaded guilty in 1999 to three counts of fraud.
