This Winnipeg riding lies west of the Red River, running from the Assiniboine River in the north to Wilkes Avenue, Waverley Street and Bishop Grandin Boulevard in the south. It runs from Shaftesbury Boulevard, Corydon Avenue and Park Boulevard North in the west to the Red River in the east.

Although it is mainly a residential riding, it has a diverse economic base which includes health care and social services, educational services, retail trade and manufacturing. The 2006 census shows an average family income of $98,567 – the highest in the province – and an unemployment rate of 4.5 per cent.

The immigrant population is over 15 per cent, with large German and Ukrainian communities. Eighty-one per cent of the population list English as their mother tongue. Just two per cent list French, and 16 per cent list languages other than English or French. Thirty-nine per cent of residents over age 25 have a university certificate or degree.

The riding was established in 1924 but was abolished in 1976. It was recreated in 1986 from 51 per cent of Winnipeg-Fort Garry, 19 per cent of Winnipeg-Assiniboine, 15 per cent of Saint Boniface and nine per cent of Winnipeg North Centre.

In the 1996 redistribution, 81 per cent of Winnipeg South Centre remained unchanged, while 12 per cent of Winnipeg South and four per cent of Winnipeg North Centre were added. In 2004, 86 per cent was unchanged while 13 per cent of Winnipeg South was added.

Population: 78,286 (2006 census; an increase of 0.6% since 2001)

Political History

In 2006, Liberal Anita Neville was re-elected for her third term, beating Conservative Michael Richards by 3,219 votes. In the previous election, she defeated Conservative Raj Joshi by 7,617 votes.

Liberal Lloyd Axworthy served in Winnipeg South Centre from 1988 to 2000 and in Winnipeg-Fort Garry from 1979 to 1984. During his time in the House, he served as minister of human resources development, western economic diversification, labour and foreign affairs.

In the old Winnipeg South Centre riding, Progressive Conservative Gordon Churchill served from 1951 to 1968. Liberal E.B. Osler won in 1968, but PC Dan McKenzie took the riding in 1972 and 1974.
