This riding contains the northeast corner of Winnipeg and the rural municipalities of West St. Paul to the northwest and East St. Paul to the northeast. The Red River runs through the riding, dividing West and East St. Paul. The southern boundary is bordered by Leila Avenue, McPhillips Street, Inkster Boulevard, the Red River, Oakland and McLeod Avenue, Public Road, Perfanick Drive and the CP Rail line.

The service sector, retail trade and manufacturing are the main sources of employment in the riding.

Only 15 per cent of the population cited Canadian as their ethnic origin in the 2006 census. Almost 20 per cent of residents are immigrants. Twenty-five per cent of the total are Ukrainian, and 22 per cent German. The average family income is $82,853 and the unemployment rate is 4.5 per cent.

Winnipeg North-St. Paul riding was created in 1996 from: 47 per cent of Selkirk-Red River, 39 per cent of Winnipeg North and two per cent of Winnipeg-Transcona. In 2004, the riding became Kildonan-St. Paul.

Population: 81,532 (2006 census; an increase of 5.7% since 2001)

Political History

Conservative Joy Smith is serving her second term in this riding after defeating Liberal Terry Duguid by 3,927 votes in 2006. In the previous election, Smith edged past Duguid by only 278 votes.

In 1988, Selkirk elected Progressive Conservative David Bjornson, who beat New Democrat Howard Pawley by 3,914 votes. Pawley was premier of Manitoba from 1981 until 1988, when his government was defeated and he left provincial politics.

In 1993 in Selkirk-Red River, Liberal Ron Fewchuk defeated New Democrat Jason Schreyer by 3,488 votes.

In Winnipeg North, New Democrat David Orlikow won nine elections from 1962 to 1984 but was defeated in 1988 by Liberal Rey Pagtakhan.

Pagtakhan was re-elected in Winnipeg North in 1993 and in Winnipeg North-St. Paul in 1997 and 2000. He was appointed minister of veterans affairs in 2002 and minister of western economic diversification in 2003.
