Was a member of the Inquiry Commission in 1984, chaired by Stephen Lewis, which studied emergency and health services in Windsor. Founding member and chair of Windsor-Essex Community Homes. Founding member of the Board of the CAW Development Group, which acted as a provincial resource in promoting and developing affordable housing, child care and medical services. Was a member of the Community Planning Committee in 1992 to develop a proposal for casino gambling in Windsor, and was named to the Board of Directors of the Ontario Casino Corporation in 1995.

Federal: Ran unsuccessfully in Windsor-St. Clair in 1997 and in the 1999 byelection; won in 2000. Won in Windsor-Tecumseh in 2004 and 2006.
