This riding contains part of the amalgamated city of Ottawa, formerly Gloucester and the towns of Orléans and Blackburn. It stretches from the Ottawa River in the northwest to Highway 417 in the southwest between Green's Creek, Montreal Road and Blair Road in the west and Trim Road, Wall Road and Boundary Road in the east.

According to the 2006 census, 31 per cent of residents list French as their mother tongue and there is a significant bilingual population — about 53 per cent. The local economy is dependent on government services, retail trade and the service sector. Average family income is $107,777 and unemployment is five per cent.

The riding of Carleton-Gloucester was established in 1986 by combining portions of the ridings of Ottawa-Carleton, Nepean-Carleton and Glengarry-Prescott-Russell. In the 1996 redistribution, the riding name changed to Gloucester-Carleton but was changed back to Carleton-Gloucester as a result of a private member's bill. In 2000, the riding name was changed again, this time to Ottawa-Orléans. In 2004, a small corner of Glengarry-Prescott-Russell was added in the northeast.

Population: 109,950 (2006 census; an increase of 6.5% since 2001)

Political History

This former Liberal territory is now held by Conservative Royal Galipeau after he beat Liberal incumbent Marc Godbout in the 2006 election by 1,231 votes.

In 2004, Godbout defeated Conservative Walter Robinson, the former head of the Canadian Taxpayers Federation. Godbout had beaten four-term MP Eugène Bellemare for the Liberal nomination.

PC Maureen McTeer, wife of former prime minister Joe Clark, ran against Bellemare in 1988 and lost.

The former riding of Russell and later Ottawa-Carleton elected Liberals from 1887 to 1974. Former prime minister John Turner was MP from 1968 until he resigned in 1976. Conservative Jean Pigott won in a 1976 byelection, but was defeated in the 1979 election by Liberal Jean-Luc Pépin. Pépin was minister of transport, minister of state for external relations and minister responsible for the Francophonie.

In 1984, PC Barry Turner defeated Liberal Albert Roy, marking only the second time in 100 years the riding had elected a Tory.
