After losing in the 1993 general election, he taught law and political science at the University of Toronto, Wilfrid Laurier University and the University of Guelph. He has also written a number of books on election law and democracy. He is regarded as an expert in Canadian constitutional law.

Provincial: Unsuccessfully sought the Ontario Progressive Conservative Party nomination for a byelection in Parry Sound-Muskoka.
Federal: Represented Etobicoke-Lakeshore in Parliament from 1984 to 1993.
