Career Background: He started his career in 1967, when he worked for the Ministry of Foreign Affairs, holding a wide variety of positions. He was also a professor of penal law and was responsible for accelerated training cycles at the École Nationale de Droit et d’Administration de Kinshasa, a law and business school in Kinshasa, in the Democratic Republic of Congo. He was a law professor and legal adviser at the National University of Rwanda, and a professor in the political science department of both the University of Montreal and McGill University. In 2005, he began lecturing for Concordia University's political science department, as well. He also spent years abroad in Cameroon, Morocco, Romania, Bulgaria and Moldova as the Canadian ambassador.
Community Activities: He was the Canadian representative to the International Civil Aviation Organization (ICAO) in Montreal.
