Career Background: He was employed as an employee benefits officer with the Quebec Department of Communications from 1975 to 1977. He then worked as a personnel recruitment officer with the Quebec public service until 1979, when he became the human resources management consultant with the Department of Agriculture, Food and Fisheries until 1984. During that time, he was a lecturer at the University of Quebec. In 1984, he became the personnel director and secretary general of Cégep de La Pocatière, a community college in La Pocatière, Que. He held this position until 1993, when he entered politics.
Community Activities: He is a founding member of Place aux Jeunes, a program intended to facilitate the professional and social integration of young Quebecers, in Kamouraska. He also previously served as president of a development assistance committee in Kamouraska.
Electoral History
Federal: First elected in the riding of Kamouraska-Rivière du Loup (which merged into this riding) in 1993 and re-elected in 1997 and 2000. Then re-elected in this riding in 2004 and 2006.
Political History
Committee: Served as vice-chair of the standing committee on finance. Also a member of committees on access to information, privacy and ethics, fisheries and oceans, natural resources, liaison, and transport, infrastructure and communities.
Caucus: Member of the Bloc Québécois caucus. Also a former critic on the portfolios of pension reform, transport, human resources development, and children and youth.

Career Background: At 19, he worked part-time for MP Pierre Blais while studying in Ottawa. After graduating, he went into politics full-time and became a political assistant in Montmagny and then an assistant at the minister’s regional office in Quebec. Blais subsequently invited him to join his team and assist him in Ottawa, where he held several positions until 1993. After moving back to Quebec, he founded the Gouvernail Groupe-Conseil, a business-consulting company. Over the years, he assumed the roles of industrial commissioner for the municipality of L’Islet, chief executive officer of a slaughterhouse in St-Pascal de Kamouraska and academic adviser for continuing education at Cégep de La Pocatière, a college. In 2004, he returned to politics as an executive assistant to Quebec’s minister of agriculture, fisheries and food and future minister of tourism. In the past two years, he has been working for the pharmaceutical giant Pfizer as director of governmental affairs and health policies for the province.
Community Activities: An avid hockey player, he founded Les Sentinelles de Montmagny, a hockey club in Montmagny and a team in the senior AAA division of the provincial hockey league.
