Federal: Ran unsuccessfully in Joliette in 1988 and in Laurier-Ste-Marie in a 1990 by-election. First elected in Bourassa in 1997 and re-elected in 2000, 2004 and 2006.

He then served as minister responsible for the Francophonie, minister responsible for the Office of Indian Residential Schools Resolution, president of the Queen's Privy Council, and federal interlocutor for Métis and Non-Status Indians in 2003 and 2004.
Committee: Served as vice-chair of the joint committee on official languages and former member of the standing committees on agriculture and agri-food, human resources development and the status of persons with disabilities, and the subcommittee on the study of sport in Canada. Current member of the standing committees on Canadian heritage, national defence and official languages.
