Provincial: First elected in a 1981 byelection and re-elected in 1982, 1986, 1989, 1993 and 1996, when he became premier. He was defeated in that year's provincial election, making him the province's shortest-serving premier.

Cabinet: He served as minister of health and social services and minister responsible for the hospital and health services commission in the cabinet of Premier Joe Ghiz in 1986. He was subsequently appointed minister of agriculture in 1989, minister of education and human resources in 1993, and minister of transportation and public works in 1994.
