Career Background: In June 1976, shortly after receiving his Bachelor of Law, he joined the law firm of Scales, Ghiz, Jenkins and McQuaid, which later merged into Stewart, McKelvey, Stirling and Scales. More than 20 years later, he was promoted to senior partner of the firm's Charlottetown office.
Community Activities: He was the secretary of the Charlottetown Airport Authority Inc.; he is a former board member of the Canada Deposit Insurance Corporation; he has been director of the Murchison Foundation Inc., chairman of P.E.I Capital Inc., and is past president of both the Greater Charlottetown Area Chamber of Commerce and P.E.I.'s division of the Canadian Mental Health Association.
Electoral History
Federal: First elected in Hillsborough (the riding was redrawn and renamed Charlottetown in 2004) in November 2000, and re-elected in Charlottetown in 2004 and 2006.
Political History
Cabinet: In December 2003, he was appointed to the Privy Council of Canada as parliamentary secretary to the minister of fisheries and oceans, a post in which he served for two years.
Committee: Former member of the standing committees on public accounts, finance and fisheries and oceans. He was elected the chair of the House of Commons standing committee on public accounts.
Caucus: Member of the Liberal caucus. He served as chair of both the economic development and air access subcommittees of the Atlantic Liberal caucus.
