Cabinet: In 1993, he was appointed to cabinet as secretary of state for veterans affairs and, in 1996, added secretary of state for ACOA (Atlantic Canada Opportunities Agency). He served as labour minister from 1997 to 1998, when he was appointed as the solicitor general of Canada, the minister responsible for the security of Canadians. He resigned from the position in October 2002.
