Caesars Windsor is blaming a deep slump in business for its decision to eliminate 45 full-time positions.
"How this works is we've got 65 full-time unionized staff that are moving into 23 new part-time positions," Caesars spokesperson Holly Ward told CBC News. "So 65 minus 23 is 42."
In addition, three full-time non-union staff were told Monday they no longer have a job at the company.
Caesars is also rejigging the hours some of its restaurants to capitalize on peak periods of business, and it's cutting back on valet parking service. It will no longer be offered between 3 a.m. and 7 a.m. on weekday mornings.
The cuts follow several months of workforce measures aimed at trimming costs.
Last September, the head of a local union representing casino workers complained that workers were getting shorter shifts.
Rick Laporte, president of Canadian Auto Workers Local 444, said the recession and new U.S. passport rules are behind the drop in business.
