Shots were fired through a window at Portofino Condominiums on Tuesday night on Windsor's west side, police say.
At 10:45 p.m., Windsor police responded to several calls of shots fired in the area of Riverside Drive West, between Cameron Avenue and Elm Street, for several calls indicating shots being fired in the area.
Police never found a gunman, but did find two bullet holes in a ground-floor apartment at 1225 Riverside Dr. W.
Faith Nader, who lives in the building, heard the shots while she was watching TV.
I was a little hesitant to go to my living room window. I have my gun license. I know what that sounds like," she said.
Nader said she looked outside, she saw a man standing under a nearby billboard before he began running away, heading west.
"An hour after, this place was swamped [with police]," Nader said.
Police say the apartment was empty and that they have not been able to locate the owner of the unit.
Spokesperson Sgt. Matt D'asti said the owner of unit is known to police.
Joshua Bone was reading a book in his 11th floor unit when he heard the shots.

"I thought it was maintenance workers dropping something," he said.
Then he got a text from security guard in the building notifying him the tactical unit was on scene and that "someone shot the building up."
"I never associate gunshots with a high-rise condominium on the water," Bone said. "I felt extremely safe up until today. Now, I’m thinking of moving out.
"I’ve lived in Windsor all my life, 25 years, and I’ve never heard gunshots before."
Early Wednesday morning, police were in the process of obtaining a search warrant for the apartment in order to seize evidence in relation to this incident.
Officers conducted a ground search in the area around the apartment in an effort to locate evidence.
D'asti said police looking at the possibility that the shooting related to a shooting on Giles that happened last week.
"We are looking at the possibility that this is a targeted apartment unit," D'asti said.
A ground-floor apartment in the 300 block of Giles Boulevard was shot into at approximately 4:20 a.m. Friday.
