That's up from 7.3 per cent in March.

The 8.4 per cent rate is third-highest in Canada.

Peterborough (11.6) and Saguenay, Que. (10.1) had higher rates.

Canada shed 29,000 jobs in April. The national unemployment rate is 6.9 per cent.
