The chair of Toronto Mayor Rob Ford's task force on homelessness says it's time to crack down on shelters and get homeless people off the streets.

Coun. Giorgio Mammoliti, an outspoken and frequently controversial councillor, says he has the backing of the mayor and promises a concrete plan by the winter.

The enforcement strategy will say "you can't sleep on the streets," the councillor for Ward 7 (York West) said. "We have the help for you if you want it, and to literally ask them to leave."

Shelters would give way to transitional housing exclusively, he says.

Long-time Mammoliti adversary Coun. Janet Davis hopes his proposal never sees the light of day.

"It's just another Giorgio Mammoliti sideshow," she said. "It's not about homelessness or housing, it's about Giorgio Mammoliti."
