Speaking at a news conference at Nathan Phillips Square Wednesday morning, Layton said Pantalone has "the experience, the prudence and the courage," to lead Toronto as mayor.
The move comes almost three months after Pantalone endorsed Layton's son Mike as the man who should replace him on council.
Layton lauded Pantalone's efforts to bring the Transit City plan to fruition and his push to plant more trees in his ward.
Pantalone, currently the councillor for Ward 19 Trinity-Spadina, is one of the five frontrunners in the race to replace outgoing mayor David Miller. Also the deputy mayor, Pantalone is one of Miller's staunchest allies in council and a member of the NDP.
A poll conducted this week suggests he is trailing frontrunners Rob Ford and George Smitherman by a significant margin.
