The girl, believed to be eight months old, was found by a passerby in the frigid stairwell of a parking garage in a strip mall near Leslie Street and Finch Avenue East, in the city's north end.
Until the baby cried, the passerby thought it was a doll.
The child, who was dressed in a green hat and white snowsuit with a pink jumpsuit underneath when she was found, was being cared for at North York General Hospital Wednesday evening.
"Police say she's suffered obvious signs of trauma, she was bleeding from the mouth," said the CBC's John Lancaster.
She was discovered the same day that city officials issued an extreme cold weather alert. Temperatures in Toronto felt like -19 degrees, with winds reaching over 100 km/hr.
The girl is currently in the custody of child welfare officials, police said.
Investigators are appealing to the public for information about who the little girl is, or who her parents are. They are also seeking details about a green car that was in the area.
