A retired judge has called for psychological and drug testing for Toronto Police officers assigned to the force's drug squad.

Mr. Justice George Ferguson made the recommendation in a report released Thursday to the Toronto Police Services Board.

Chief Julian Fantino commissioned the report following allegations that drug squad officers had beaten and robbed suspected drug dealers.

That investigation led to criminal charges against six officers.

In the report, which Fantino had initially said would remain confidential, Ferguson made 32 recommendations.

Among the most controversial was one proposing drug tests for officers assigned to the drug squad.

Rick McIntosh, head of the union that represents Toronto police officers, called that proposal "absolutely a non-starter."

On Thursday, Fantino would only say that he was "committed to looking at all [the] issues" raised in Ferguson's report.
