Quebec to cut welfare payments to recipients living at home

Welfare recipients in Quebec who live with their parents will have their monthly cheques cut by as much as $100.
The Quebec government says it can save $44 million a year by trimming welfare payments to young, able-bodied adults still living at home, and whose parents both work.
Employment Minister Claude Béchard says the move is partly to save money, and partly to encourage 20,000 young people to get a job.

"We are not only taking this decision because we have some financial difficulties. We are taking this decision because [Quebec] enterprise has [manpower] needs," he said.
"That's why we are only talking about people ... who are able to work. I think this is a step that we want, a message that we want to give to him, and his parents."
Béchard says there are either work opportunities or training programs to be found in all regions of the province.

The opposition Parti Québécois countered that unemployment is higher in some areas because there is no work.
The reduction in payments goes into effect Jan. 1, 2005.
