An executive summary of the operations of the Rural Municipality of Corman Park suggests officials should receive professional counselling on how to behave and act like a representative body.
The report, a summary version of a longer review of the RM, was released Friday.
The reports says some council members behaved like bullies and dictators, as the RM dealt with five years of administrative problems.
Among the problems described were lawsuits alleging harassment, unjust dismissals and conflicts of interest.
According to the summary, the review found a "divided council where good governance practices are not followed and where bullying and dictatorial behaviour is demonstrated on both sides."
The author of the report recommends that the RM council receive training on how to operate professionally.
The rural municipality surrounds much of Saskatoon.
