Record-high levels were reported in the spring and early summer -- the highest in modern history.
The village of Roche Percee was almost completely submerged by the overflowing Souris River.
The Deputy Mayor of the village said the community is still recovering from the damage.
"It's certainly not the happy little colourful town it used to be at Christmas time," said Sharon Wells. "You used to be able to take a picture and it looked like a Christmas card. Now you drive through town and there are houses with no windows, no siding, no doors, some with no roofs."
Thousands of people were displaced from their homes because of the high levels of the Souris River.
Manitoba topped the list for flooding, along with Saskatchewan.
Governments spent a billion dollars dealing with the damage from flooding this year.
