Saskatchewan has passed legislation that toughens the penalties for people who abuse or neglect animals.

The new Animal Protection Act increases the maximum fine to $25,000 for each offence, up from the current fine of $5,000 for a first offence and $10,000 for subsequent offences.

It also increases jail time from six months to a maximum of two years for animal abuse convictions.

The law also adds a category to provide protection to service animals, such as guide dogs. Penalties may be imposed if anyone interferes with or harms a service animal.

"The vast majority of animal owners and livestock producers provide adequate care for their animals," Bob Bjornerud, the province's Minister of Agriculture, was quoted as saying in a news release Wednesday. "However, one case of animal neglect is still one too many."

The government also promised to increase funding to the Saskatchewan SPCA by up to $390,000 noting the extra money would effectively double the amount provided to the agency.
